Why are there air vents if there is no air duct?

When we moved into our home, there was wall-to-wall carpeting in every room.

There were two air vents in the main residing room, as well as two air vents in the bedroom. I could not understand why they were air vents if there was no air duct in the house. The people from the flooring contractor assured me they could make it look just like the rest of the flooring, but it was going to be a little high-priced. Now I understood why they just closed off the air vents as well as left the covers there.
